“The impetus for this project is the need for a critical examination of the manner in which race discrimination complaints are handled at the Ontario Human Rights Commission. Race discrimination is one of the most elusive problems faced by human rights organization in North America. The success rate for complaints of racial discrimination in Ontario and other Canadian jurisdictions is low. This project is an attempt to identify shortcomings in the handling of race cases at the Commission and to suggest alternatives for anti-racist organizational change.”
